Dear Student,

In 2010, Associate  Professor Amanda Whitfort of the Law Faculty and Dr Fiona Woodhouse of the Society for the Prevention of Cruelty to Animals (SPCA HK) published the HKU-SPCA Review of Animal Welfare Legislation in Hong Kong, recommending a new Animal Welfare Law with a duty of care in replacement of the existing Cap 169, the Prevention of Cruelty to Animals Ordinance.

In response to the report, the government amended Cap 139B to introduce a duty of care for dogs in commercial breeding. Nevertheless, Whitfort’s research continues to indicate that only with the full replacement of Cap 169 with a new Animal Welfare Law will Hong Kong be in a position to adequately address the instances of cruelty and poisonings which have continued over the last decade.

The Hong Kong government is now acting on Whitfort’s research again and is in the process of amending Cap 169. Whitfort will present the implications of a new duty of care for Hong Kong’s animals, and, together with former HKU student Aaron Tong, explore why welfare standards form the baseline for effective animal protection in any jurisdiction where animal cruelty is taken seriously.

Join our talk in May to ponder over the importance of a new animal welfare law for Hong Kong.

Date: May 14, 2021 (Friday)

Time: 1630-1730

Language: English

Speakers: Amanda Whitfort and Aaron Tong
